The public sector arena requires organisations to operate within an expanding market place, balancing the drive to be competitive with the need to build and sustain collaborative advantage, often with a range of partner organisations. The ability to navigate often multiple and competing stakeholder demands whilst maintaining a focus on strategic service improvement is therefore a core concern of the public service manager.
